Summary

The book represents a situation, in which the schools of Latvia with Russian language training have been involved. It presents the course and results of the research of this situation. The research was done with the support of Sorros fund in Latvia. The prevalence in public discussions of the excessively simplified and politicized sights on a situation has served as the motive for the beginning of researches. The main goal of the research was to find out and provide the most perspective contexts of the description of the situation.

In the basis of the research a great deal of attention has been focused on authors` the assumption that we have to estimate what is going on at schools with Russian language training in relation to the projects of development of the education in Latvia. For this purpose it is necessary to estimate opportunities of the potential participants of educational processes to set forward such projects. The framework "development of the education", for its part, means, that the schools with Russian language training should be considered as the places, where resources of development should be found out.

The structure of research represented work in two layers. In the first layer attention was devoted in marking of the field of the respondent and expert estimations of the situation. The second layer provides the work on expansion of the context of the given estimations and formalization of them within the framework of projecting.

All parts of the book together make the polylayer map of the situation: from the map of the objects and tendencies, observed by the experts, up to the card of work methods of the experts and the work methods of the authors of research.

In the first part of the book the most distinctive moments of discussions are described, which are devoted to designing of thematic space of the experts work on the expert seminar. As the most productive themes for the estimation of the situation at schools and the estimation of perspectives such themes were substantiated the themes: "The mission of the school with Russian language training" and "The change of generations and role of the school in this process".

The second part contains the results of the survey of the directors and administration of the schools and survey of the students` parents are given. The survey of the directors and administration of schools has established, that the majority of the respondents express readiness for serious changes in the field of the education, but the resource equipment, first of all, project and administrative, is obviously not sufficient. The survey of the parents has shown the convincing orientation on the education of the children on the native language and inquiry on high level of training, appropriate to claims so that their children will have the opportunity in future to come out on the global and European market of the specialists.

The way of organization and the results of the expert seminar are the main themes reflected in the third part. The general conclusion of the experts about the situation has fixed, that the estimations of problems of schools with Russian language training, do exist in a society, but on the level, that is not adequate to a problem of projecting and changing of the situation radically. Significant conclusions were made in the field of methods of work of the experts too. Was established that for those methods, the absence of study of the public purposes and values, and the use of the borrowed activities for the description of the reality, instead of those, in which they have personal experience is distinctive.

In the fourth and fifth parts documentary materials of the expert seminar are brought: a fragment of discussion of the theme about mission of schools with Russian language training and three groups of experts' reports.

The sixth part is devoted to the expert estimations of a role of the legislation of Latvia in maintenance of processes in the development of education and possible tendencies in the development of the situation. The large part of the experts determines the role of the legislation for processes of development as negative or neutral. Concerning the tendencies, the experts by common assent predict deterioration of a situation in education, namely: decrease of the quality of the education, unless certain measures will be undertaken. The experts believe that the favorable development of the situation is possible only if the appropriate conditions will be created. The most important feature of these conditions the experts consider the equality of the rights of various groups of the population and change of public consciousness in the party of care about future.

In the seventh part a general summary of the research is made. The authors join the perspectives of the development of the situation with two substantial tendencies. The first tendency is the restoration of democratic principles in the realization of rights for education in Republic of Latvia. It can specify, for its part, on the beginning of processes of the institutionalization of the education in scale of the state. The second tendency is the formation of public structures for maintenance of social and cultural inquiries of the part of the population, which identifies themselves as Russians or Russian speaking. It can specify, for its part, on the beginning in the making of civil society.

The book contains the tools and auxiliary materials of the research: with the questionnaire, programs of seminars, lists of the participants and other, materials, which are given in the application.
